Katy Dobbins, M.Ed.

Katy leads Strategic Planning and Evaluation projects at HCAS. She has over a decade of experience in evaluation and research, with a focus on aligning strategy and evaluation to drive learning and improvement in the social impact sector. She is passionate about supporting organizations to create meaningful goals and metrics that provide authentic, accessible data to strengthen outcomes and demonstrate impact. During her tenure at HCAS, Katy has led several strategy and evaluation projects for organizations working in community development, education and youth development, human services, small business development, and violence prevention. This work includes facilitating strategic planning sessions, developing Theories of Change and Logic Models, and creating measurement tools to provide actionable, user-friendly data. With every project, her goal is to build data mindsets and processes that contribute to ongoing learning, continuous improvement, and mission fulfillment. Prior to HCAS, Katy was the Director of Evaluation at the YMCA of Metropolitan Chicago where she led evaluation initiatives to support organizational learning, measure mission impact, and to procure and sustain funding from private and public institutions. She holds a Master in Measurement, Evaluation, Statistics and Assessment from the
University of Illinois at Chicago where she studied program evaluation.
